   American Rescue Plan

              WHAT DOES IT MEAN FOR YOU? 

The Biden Administration has recently passed the American Rescue Plan which will give additional subsidies to those already receiving subsidies on Covered California plans. It will also now provide financial assistance to anyone who is over 400% of the FPL guidelines and was not eligible due to higher income. This new change will affect the following people beginning May 1, 2021:


  • Open Enrollment has been extended through the end of this year and ends 12/31/2021. If you need to enroll or change your plan, please call us and we will be happy to assist you. The penalty for no coverage still applies in the State of California and with all this "free" money being handed out, there is no better time to get covered.


  • The American Rescue Plan is a temporary program that will currently end on 12/31/2022 as of today.


  • Covered California will BEGIN redetermining APTC for each member on APRIL 12, 2021. We will have access to the NEW APTC calculators that day and can give you an estimate of how much you will receive. Please do not call us prior to April 12th for this as we will not have access to this information yet.


  • Those under 65 and currently enrolled on a Covered California Individual plan. If you are receiving subsidy, you will AUTOMATICALLY receive more. If you are not receiving subsidy, please contact us and we can make sure that your account is redetermined to receive financial assistance.


  • Those under 65 and enrolled on an individual plan OFF EXCHANGE. You will now be eligible for APTC despite your total income and are guaranteed not to pay more than 8.5% of your income on premiums. However, if you would like to receive this NEW financial assistance, please call our office and we will assist you in transitioning to a Covered California plan.


  • If you are on Cobra, your premiums will be FULLY subsidized beginning April 1, 2021 through September 30, 2021.


  • If you are receiving unemployment or have received unemployment benefits in 2021, beginning July 1st, your current premiums will be readjusted to 138% of the FPL regardless of income and your premium will only be $1 per month and you will not have to pay any subsidy back. I believe this lasts until 12/31/21.


  • AND NOW THE GOOD/NOT SO GOOD NEWS: If you are currently on a Covered California Silver 94 PPO or HMO, your account may be redetermined and sent to MediCal for enrollment. If you do not want to be automatically moved over to MediCal, you will need to make sure that your income is up to date on your application. They have increased the threshold to allow more consumers to receive MediCal eligibility at no cost.


Lastly, with hundreds of Covered California clients, it's impossible for us know exactly how each account will be redetermined ahead of time. We will try to reach out to those who are at highest risk of losing their plan. However, should you receive a notice from Covered California that you have been deemed eligible for MediCal please call our office and we will provide you with your local social services number. Due to all of the changes and anticipated influx of new business and general servicing issues that this will cause, it will be your responsibility to contact social services and provide the necessary documentation to be released from MediCal and go back to your plan should this happen.
